The VOCX is the 1979 coding applied to ELX_ wagons fitted with "standard" ridge gear ( tarpaulin supports ).
There were about three types of tarpaulin ridge gear that had developed over the years. Only one type was designated as 'standard'. So despite some vehicles being fitted with ridge gear, they were not reclassed to VOCX.
The number group varies as there were conversions from VOBX and VOCY in later years. All up, the numbers were:

To create a good mix of types, many flat sided ELX_ and VOBX wagons were rebuild to corrugated design. The design depended on the construction style of wagons built at the time. Even some of the older corrugated wagons were rebuilt.
Gaps in the numbers are from conversions or scrappings. Numbers 455 to 1000 were allocated for SAR wagons of the same type when the vehicles were originally built as ELX
From 1994, the National Rail Corporation Limited (NRC) aquired most of the fleet for traffic use. The wagons were still owned by Victoria but were required by NRC as part of the shareholders agreement. These wagons were recoded to ROBX.
During August 1996, two of the remaining VOCX's (numbers 244 and 291) were recoded to VZOX departmental open wagons used for transporting dirty ballast.
