These wagons were recoded from SFX_ in 1977 to provide for dedicated palletised service between several points in Victoria.
One area of traffic was betwen Bairnsdale and Westall for TNT, a freight hauler. The other area was between Ballarat and Melbourne for APPM; Australian Pulp and Paper Manufacturers.
The wagons were stencilled on the inside face of the bulkheads at each end with the area of traffic. The nine wagons were split into two groups, each group servicing different areas.
The wagons were classed SFF and numbered 1 to 9.
In the 1979 recoding the class was relettered to VFLY.
The class was recoded from SFF between 1979 and 1981.
In 1988 one wagon was reclassed to VFLF in the relettering from 'Y' to 'F'.
The only VFLF wagon lettered was VFLF 9.
Within four months it had been modified and converted to VQLX 119.
