This wagon was built in 1925 to transport equipment to Yallourn, about 90 miles east of Melbourne. With the large brown coal deposits at this location, the state government established the State Electricity Commission empowered to mine coal and generate power for the State of Victoria.
The first heavy equipment to Yallourn was moved by a temporary un-numbered wagon made from a heavy steel underframe fitted with suburban motor bogies without traction motors. This vehicle was built in 1922 and dismantled about 1924, the underframe being returned to workshops steel "stock" and the bogies going back to suburban service.
QWF 1 was originally built as built as _QB_ 13, part of the class of well wagons built for the transfer of locomotive boilers. It was autocoupled in 1954. It was recoded to _QW_ 1 in December 1961 and about one month later was reclassed to QWF 1.
It had a rated capacity of 60 tons.
As part of the 1979 recoding it was recoded to VWCY.
In August 1981, QWF 1 became VWCY 1.
About 1987 the vehicle was relettered to VWCF 1.
In June 1992 it was stored waiting preservation.
