Twenty six of these wagons were built between 1964 and 1965.
They were basically the same design and length as an ELX_ wagon but featured stronger end bulkheads, lacked sides and had wooden bolsters across the floor.
They were designed for transporting sheet steel but saw use in any traffic. In the late 1960's they were used for transporting pipes for pipeline projects in the state.
ESX 15 had the side stanchions raised to about twice height during the pipe traffic.
The wagons numbers were 1 to 26.
In the 1979 recoding the class became designated as VODX.
In the late 1970s slab steel traffic commenced between NSW and Victoria. This classwas used.
In 1984/1985 the class was relettered and renumbered to VOEX.
