During mid 1997, the ten former diesel loco fuel tanks VTQA 564 to 569, VTQA 571 to 573 and VTQY 570 were outshopped from Bendigo North workshops as the VTSA class. The "S" in the code nominally stood for "Shell". After a very brief period of use, they were all noted in storage at North Geelong Yard during 1999 and later at Tottenham Yard where they remain to this day.
